Its a good argument you make. I hadn't really thought of it before. There would be a temptation for some school leavers to get pregnant, get the $5,000 lump sum and watch the government money roll in.
Its a pretty short sighted strategy, but as you say, they are babies themselves. Don't they just have another baby or two if the benefits start to dry up? And live off that and then off their kids until they're pension age?

There are many dysfunctional families here.

i can not judge your goverment,and i should not do that,since i never even been at your country,i am not even sure if i like to do this ,if i could,since i could not prove that i will not going to be new immigrant(the true they are may right,since if there are any country that if i could to move in,australia is the only one,not canada not u.s.a ,not england or any other country at europe,but australia seem like uniqe country..and you can go very far from the city life).....well at list i hope that one day i will get out for trip from my country,this is so nice for short time visit other places at the world...
